Dover Man Arrested in CSAM Case with Help of CRC Technology and Multi-Agency Effort

A months-long investigation into the distribution of child sexual abuse material (CSAM) resulted in the arrest of a 66-year-old Dover man, thanks to a coordinated effort by local, state, and federal authorities, with support from CRC Technology.
Between November 2024 and January 2025, the Ozark Police Department identified multiple downloads of suspected CSAM. On March 6, 2025, Homeland Security Investigations (HSI), Arkansas State Police Company D, and Ozark PD executed a search warrant at the residence. Several electronic devices were seized for forensic review. Preliminary analysis conducted by HSI revealed several hundred CSAM videos and images. The home was outfitted with a full security system, including surveillance cameras on the driveway, porch, and throughout the residence. Several firearms were also discovered inside the property.
An arrest warrant was issued on April 21, 2025, Shelby Miller on 20 counts of possessing or viewing child sexual abuse material. On April 23, 2025, Arkansas State Police SWAT returned to the same residence and executed the arrest warrant for Miller.
