Maryland Man Arrested for Live-Streamed Child Exploitation
- October 30, 2025
A Maryland man, 46-year-old Philip Turner, has been arrested by the Maryland State Police after allegedly directing children between the ages of 10 and 13 in the Philippines and other countries to engage in sexual acts over live-streamed video. Investigators say Turner exchanged thousands of messages, media files, and calls as he paid for and coordinated the abuse of young victims, including a 12-year-old girl. The case originated from an international investigation led by Homeland Security Investigations Maryland, exposing the growing trend of online offenders exploiting technology to target and direct harm toward children abroad.
