Child Rescue Coalition Joins Philippine Senate Technical Working Group to Strengthen Child Protection Law

Child Rescue Coalition participated in the Philippine Senate’s Technical Working Group (TWG) hearing on February 5, held via online platform, as part of ongoing efforts to strengthen the country’s response to online child sexual abuse and exploitation.

Child Rescue Coalition joined the TWG alongside key government agencies and partners, including the Department of Justice, the Philippine National Police, the National Bureau of Investigation, regulators, representatives from the tech and financial industries, and civil society organizations.

The TWG discussions focused on proposed amendments to the Philippines’ Anti-Online Sexual Abuse or Exploitation of Children 2022 law, a critical step in ensuring the country’s legal framework keeps pace with the evolving tactics used by offenders online.

Child Rescue Coalition’s participation was led by Philippine Tech Program Manager, Jewel Dela Cruz, who shared Child Rescue Coalition’s perspective and support for strengthening investigative and victim-protection measures through collaboration across law enforcement, government, and industry.

A National Priority for Passage in 2026

On February 10, the President of the Philippines approved 21 priority measures targeted for passage by June, described as proposals “designed to enhance social protection.”

Among these priority measures is the proposed Expanded Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act of 2026, legislation that would further strengthen protections for children and the country’s ability to prevent, investigate, and prosecute online exploitation.
