Wyoming Child Sexual Abuse Material Case Ends with Philippines Sex House – 9 Children Rescued

What began as a child sexual abuse material bust in Wyoming ended with the rescue of nine children from sexual abuse and exploitation in the Philippines. Wyoming’s Division of Criminal Investigation (DCI) agents took down 64-year-old Kelly Jasperson, an egregious live stream child abuse offender. The investigation uncovered Jasperson’s involvement with a sex trafficking ring in the Philippines, where a woman was offering her four minor daughters for live-streaming sex acts. She was later arrested.
U.S. Homeland Security Investigations (HSI) worked with the Philippine National Bureau of Investigation (NBI) to locate the trafficker. Mike McGonigle, Director of Special Projects & Industry Outreach for CRC, praised the collaboration: “Excellent work by Wyoming ICAC, Homeland Security Investigations, and the Philippine National Bureau of Investigations. CRC is committed to developing and delivering technology to assist law enforcement with identifying and investigating live-stream offenders. We value the collaboration with HSI and all our law enforcement partners around the world who are fighting this form of child sexual abuse.”
In a dramatic operation, DCI agents watched in real-time as HSI and NBI arrested the trafficker and rescued nine children, ranging in age from 5 months to 16 years. The case, culminated in successful international cooperation, saving vulnerable children halfway across the world.
While child abuse material cases are common, finding and rescuing victims is not. This case marked a significant achievement for the law enforcement teams involved, with DCI Commander Ryan Cox noting the unusual nature of a successful operation across international borders.
