Child Rescue Coalition exists to protect children from sexual abuse and emotional suffering; and to rescue them from harm’s way.

Child Rescue Coalition is a partnership of child exploitation investigators, police officers, digital forensic experts, prosecutors, child welfare agencies, and corporate and private philanthropy. We work together to apprehend and convict abusers of children, rescue those in harm’s way, and importantly, seek to prevent abuse from happening in the first place. At its core is leading-edge technology that identifies, monitors, and ranks the online criminal behavior of child predators on peer-to-peer file-sharing and chat networks.

 

The organization was created by Carly and Desiree Asher as a way to provide state of the art technology to global law enforcement officials at no cost. Child Rescue Coalition is a 501(c)(3) and relies on the generous support of donors to continue to serve law enforcement and communities in their efforts to rescue children and apprehend abusers.

We compile and curate millions of records that are indexed and immediately retrievable by law enforcement officials 24 hours a day, seven days a week, 365 days a year.

Caroline Asher Yoost, Founder and CEO

Carly is a former Co-CEO of TLO, LLC, a data solutions provider founded by her father, Hank Asher, and specializing in custom, scalable investigative and risk management tools for due diligence, threat assessment, identity verification, fraud prevention and debt recovery.  TLO enhanced and supported the child protection technology and systems used currently by Child Rescue Coalition, Inc.  In late 2013 when TLO was acquired by TransUnion Risk and Alternative Data Solutions, Inc., Carly and her sister, Desiree Asher, acquired the protection technology and founded Child Rescue Coalition, Inc. to continue the work of protecting children.  Carly now supports our mission by managing and directing our entire operations.

 

After spending her younger days in Florida and North Carolina, Carly graduated with a bachelor’s degree in psychology magna cum laude from Florida Atlantic University.  She is a philanthropist who enjoys helping others and supports numerous charities.  Recreation for her includes arts and crafts and traveling with her husband.

William Wiltse, President

Bill directs the development of Child Rescue Coalition’s Child Protection System (CPS) and provides investigative support to law enforcement around the world as they work to combat the online sexual exploitation of children. He is a programmer, regular speaker and trainer, and provides expert witness testimony in criminal proceedings across the United States.

 

Prior to joining Child Rescue Coalition, Bill worked as a law enforcement officer for more than 18 years specializing in technology-based investigations and child exploitation cases. He volunteers as a Reserve Deputy with the Palm Beach County Sheriff’s office and maintains his certification with the International Association of Computer Investigative Specialists as a forensic computer examiner.

 

Bill holds a bachelor’s degree in law enforcement with a minor in computer science from Western Oregon State College.  A history buff with a penchant for home improvement projects, Bill lives in South Florida with his wife and two children.

E. Desiree Asher, Managing Director, Board of Directors

Desiree Asher is the Managing Director of Child Rescue Coalition, and she also serves on the Board of Directors.  She is a member of Child Rescue Coalition’s Champions Club.  Desiree is responsible for executing the strategic plan in the areas of marketing and branding, donor relations, corporate partnerships, and fundraising.

 

In 2015 Desiree was honored as a winner of the 40 Under 40 Dealmaker of the Year M&A Advisors award.  She is on the Board of Directors for City Harvest in New York City, and she is a member of the Federal Club Council of the Human Rights Campaign.  Desiree served with Carly as Co-CEO of TLO, LLC, a technology company that specialized in investigative and child protection tools.   Desiree has been with Child Rescue Coalition since inception.

 

José Garcia Fernandez, VP of Technology

Jose is responsible for the technological infrastructure, research and development of our Child Protection System software. Prior to joining Child Rescue Coalition, he worked as an engineer at both IBM and Hewlett-Packard, where he developed software for intrusion detection and information security.

 

Jose holds a master’s degree in computer information systems from Nova Southeastern University, a master’s degree in computer science from Purdue University, and a bachelor’s degree in computer science from Simón Bolívar University in Venezuela. He supports several child-related charitable organizations and is a member of the Association for Computing Machinery, the Institute of Electrical and Electronics Engineers, and the Upsilon Pi Epsilon Honor Society.​

Nancy R. Wilcox, VP of Finance

Nancy is responsible for establishing and maintaining our financial policies, procedures, controls, reporting, and regulatory compliance systems.  She is a certified public accountant with more than twenty years of leadership roles in finance and auditing in the public, private and non-profit sectors.

 

A Midwest native, Nancy graduated from Western Michigan University with a bachelor’s degree in business administration with a minor in industrial psychology and a master of science degree in accountancy with honors. She is a member of the American Institute of Public Accountants and the Florida Institute of Public Accountants and regularly attends continuing professional education seminars.

 

Nancy supports various charitable organizations, particularly those aiding children, animals and human rights.  She enjoys reading, painting, and traveling with her husband, especially to the Colorado mountains, cruising anywhere, and visiting the United Kingdom, Canada, and Europe.

Roberto Machorro, Senior Computer Systems Analyst

Roberto maintains and advances our IT and computer systems. He was programming computer software and tinkering with gadgets before it was cool.

 

Roberto holds a bachelor’s degree in computer science from Autonomous University of Baja California in Mexico. He is a family man, beach comber, global traveler, avid reader and believer in the future of children.
